An application will be lodged this week to bring the DART to Maynooth and the M3 Parkway.
The DART+ West project will seek permission to extend the electrified DART network from the Connolly/Spencer Dock area to west of Maynooth, Co Kildare and M3 Parkway in Meath.
It is set to increase passenger carrying capacity by more than 160%.
The planned infrastructure includes 40km of electrification and re-signalling of the Maynooth and M3 Parkway lines to the city centre, the construction of a new station at Spencer Dock with a direct interchange with the Luas Red Line and the closure of six level crossings.
A new DART depot will also be built west of Maynooth Station.
If approval is granted, its anticipated construction will begin in 2024, entering operation in 2029.
The application will be lodged on Friday and a public consultation will begin a week later, running until the end of September.
