500 asylum seekers currently without a place to live, are to be housed in new centres within days.
It follows violence towards migrants in the inner city over the weekend, which saw anti-immigration protests and the burning of tents.
A fire was lit at refugee tents near Sandwith Street and gardai were called to an anti-immigration protest on Mount Street.

''My concern is that by allowing encampments to develop, we are giving a focus to those who wish to spread their anti-migrant sentiment - to do that in an effective way.''
Meanwhile, Social Justice Ireland and the Roundtable on Migrations say Ireland's existing approach to international protection is not fit for purpose.
Social Justice Ireland Economic and Social Analyst, Collette Bennett says the camps aren't the right accommodation.
''They are inappropriate in bad weather and they ware inappropriate as a response to people who are fleeing persecution and are desperately in need.''
