Flood defence walls in Clontarf are to be reduced in height just two years after they were built.
Local residents say their view of the sea and Bull Island has been blocked by their construction.
The proposed works which will see the walls reduced by 30 centimetres will cost €230,000.
Dublin North Central Councillor Michael O'Brien finds the additional spend hard to justify.
"€230,000 to take 30 centimetre off a wall only to restore that 30 centimetre in 50 years time and all for a slightly better view of the Bull Island."
Officials warned councillors that the reduced height would not meet national flood defence standards and was not advisable.
However, the Dublin City Council will have to dip into it's budget to fund the work, and Councillor O'Brien feels that drivers should be concentrating on the road rather than the sea.
"People's eyes should be on the road and not sort of craning to see the Bull Island when driving."
"A particular part of the wall is along St. Anne's Park so it's not along a residential area so there is not residents views being impaired."
According to the Environmental Protection Agency, Ireland's sea levels are set to continue to rise beyond the end of the century.
