There's further concern about the lack of affordable housing in Dublin.
Labour Councillor Rebecca Moynihan is calling for more ambitious measures to ensure homes are made available for ordinary families.
She claims the Government has surrendered control to the private market.
"People are paying huge amounts of money in rent and they will never be able to afford get onto the property ladder," she said.
She said a mortgage for a one-bedroom apartment in her area worked out at €800 a month -- but to rent it would now cost €1600.
"It means owning their own home is completely out of the reach of many working families -- and it's having a very destabilising effect on a whole generation who don't have security of tenure and are paying sky-high rents," she said.
