According to reports, "multiple people familiar with the company’s plans" have said that the company is keen to explore new ways to grow its user base.
Apparently, they're looking at tweaking how Twitter measures its 140-character limit by removing things like links and user handles from the equation.
Earlier this year, Twitter lifted the 140-character limit on DMs, meaning users could send longer private messages.
