The availability and cost of housing has been ranked as the biggest challenge facing Dublin.
The survey of close to a thousand foreign nationals living here has the cost of living in second followed by public transport.
The health service, weather and child care were among some of the other challenges highlighted.
The research from Dublin Chamber also found less than 1 in 3 internationals thought the capital was a safe city. The business group wants an extra 750 Gardaí on the streets of the capital.
It also says a directly elected mayor is needed to oversee and tackle Dublin's problems.
Spokesperson Graeme McQueen says the housing issue is really affecting people who have come to live here from overseas.
"The danger is we're at a time now where there's lots of companies looking to hire in Dublin but Dublin is not as attractive as it needs to be, there's problems here that we need to address otherwise we are going to lose this top talent."
