Hearts have submitted a proposal to the SPFL in a bid to restructure the Scottish leagues into three divisions of 14 teams.
The Jambos are set to be relegated from the Premiership after last week's decision not to restart the season and owner Ann Budge says their plan would be for two seasons in a response to an "emergency situation".
"This is not about permanent reconstruction," Budge wrote in their submission ahead of tomorrow's SPFL board meeting.
"It is about finding a path to deal with the emergency situation, which is likely to impact all member clubs for the next two seasons.
"When we are through this emergency, we can look then at how best to move forward to start to rebuild Scottish football."
Aberdeen owner Dave Cormack told the BBC that he's supportive of Hearts' idea "in principle":
"For the survival of Scottish football, I hope every club feels they can get behind this approach."
In order for the change to happen it would require the backing of nine of the 12 Premiership clubs, eight in the Championship and then 15 across League One and League Two.
The SPFL are expected to give the go-ahead to clubs to resume training on June the 10th ahead of the leagues getting back underway in August.
