Dublin City Council says it removed jackets that were hung on the Ha'Penny Bridge for health and safety reasons.
It's after a video emerged on social media showing a council worker removing coats that were left on the bridge for rough sleepers.
The gesture was part of the #warmforwinter campaign.
The local authority says the jackets have been redistributed through its local homeless service.
It also said that people wishing to donate clothes to those in need should bring them to a charity shop instead.

Inner City Helping Homeless spokesperson Brian McLoughlin says the coats aren't the only thing the council has removed.
He claims the local authority has also removed a tent belonging to two homeless men.
He said "We do know that the Dublin Regional Homeless Executive will remove tents, on occasion, if they bring someone into emergency accommodation.
"That wasn't the case with these two gentlemen, so we're looking into that," he added.
