Gardai are considering using AI cameras to track motorists driving in bus lanes, not wearing a seatbelt, using a mobile phone or committing other offences.
The system is expected to cost 100 million, according to an information note published on the Government's procurement website.
Senior Solicitor Barry Scannell anticipates this would require new legislation.
"You would have similar legislative presumptions that the AI was working properly or working, you know, in a non-biased matter."
Liam Herrick from the Irish Council for Civil Liberties says it raises important questions about who would have access to that information:
"It's not just about your number plate, but it might be who's in the car with you, where you're going, and what your behaviour is".
But Shane O'Donoghue from CompleteCar.ie says everything would be double-checked:
"The AI system would flag up a potential incident and... the data would then be checked by somebody back at base".
There's nothing concrete about implementation at the moment.
The procurement note says Gardai are seeking 'views from the market' before making their call.
