The government plans to introduce 'use it or lose it' rules on certain developments in a bid to tackle land hoarding.
Minister Eoghan Murphy will extend special planning rules that allow a streamlined planning process for developments of 100 homes or more to the end of 2021.
It comes on the back of a review into strategic housing developments.
The Minister also wants to introduce rules that would force developers who use this system to start work within 18 months. If they fail to do so they would lose planning permission.
It comes as a survey from KBC Bank shows 1 in 3 Irish adults are considering buying a home within the next two years.
It found that most people who are ready to buy a property believe they won't be able do so when they originally planned. Meanwhile, 38 percent think they will experience a delay of more than a year.
Chief economist with KBC, Austin Hughes, says there are a number of reasons why people are thinking like that:
"That's partly because of affordability, it's also due to uncertainty but its also because of changed buyer behaviour. People are planning to stay in homes much longer than in the past so as a result they are being much more deliberate in the type of homes they buy and that means we are seeing much slower property sales."
