The annual study from global mobility experts, ECA International (ECA) aimed at workers considering relocating looks at factors like housing, infrastructure and health services.
Copenhagen in Denmark and Bern in Switzerland have been jointly named the most "liveable" cities.
The top city in the UK is Edinburgh at joint 19th, while London shares 47th spot on the list with Belfast.
