A 42 acre site in North Dublin is to be rezoned, which could pave the way for 2,200 new homes to be built in the area.
Councillors voted narrowly in favour of rezoning the site in Finglas, despite locals' concerns the infrastructure couldn't cope with an influx of people.
To pass, the proposal needed a two third majority of 42 votes.
43 voted in favour, 17 councillors voted against while two abstained.
Fine Gael Councillor Ray McAdam was for the motion.
"It is disappointing and frustrating that some of colleagues in government, particularly the Green Party and Fianna Fail failed to back the proposal," he said.
Local Residents Raise Concerns Over Plans
Many locals living on the nearby Arkee Avenue, Jamestown Road and St Margaret's Road were opposed to the proposal.
During a public consultation, over 200 submissions were put forward.
Residents were concerned that local schools, transport links, GPs and Garda services would not be able to cope with 5,000 extra people.
While others felt that job creation should be prioritised the for the area.
The land had originally been zoned for "enterprise and employment" purposes.
