€75,000 is going to be spent investigating if Dublin City Council should re-take control of its bin collection service.
Since it was privatised in 2011, illegal dumping has reached record levels.
Almost four thousand tonnes of dumped waste was collected in 2018 alone.
The feasibility study will be carried out in in partnership with a third level institution.
It is expected the research will run for between a year and 18 months.
Figures from Dublin City Council show the cost of cleaning up illegal dumping rose to €1,159,219 in 2018.
3,932 tonnes of illegal dumped waste was collected last year.
Peter Nolan, head of Fórsa’s Municipal Employees’ division, said the current system has led to a "chaotic market".
"It is clear that a public waste collection service will provide a more efficient service to the citizens of Dublin", he said.
Councillor Daithí Doolan said DCC is "not attempting to turn the clock back to 2012 when the service was originally privatised".
"We intend to develop a whole waste management service that is sustainable, accessible and accountable to be people who use it", he said.
