The Disclosures Tribunal today opens its investigation into the murder of Baiba Saulite.
The 28 year old was shot dead outside her home in Swords in north Dublin just over 15 years ago.
The tribunal will today hear from William Hughes, a former garda who worked at the Swords police station during the investigation into Baiba Saulite’s killing.
She moved to Ireland from Latvia in the early 2000s, and was murdered after just a few years in the country.
In November 2006, the mother of two was shot at point blank range while talking with friends outside her home in Swords.
Before her death Ms Saulite had been subjected to repeated threats and intimidation by her former husband, leading to concerns for her safety.
The evidence from William Hughes is expected to focus on why Ms Saulite was not given more protection by gardai.
He is due to appear before the tribunal later this afternoon.
