The Integration Minister says there has been a decrease in the number of Ukrainian refugees arriving in Ireland, since Christmas.
Roderic O'Gorman says approximately 90 people are arriving per day, seeking shelter - significantly less than was estimated.
The country is continuing to grapple with an accommodation shortage, as some hotels will not be renewing their contracts after April.
The Taoiseach says the State needs "any building it can find".
The Government is now considering alternative accommodation, modular buildings, commercial properties and sites for refurbishment - as it steps up the delivery of "homes for people seeking protection in Ireland".
Speaking in Wexford - Leo Varadkar told journalists the Cabinet has signed off on plans for a special working group with initial funding of €20 million.
On the loss of accommodation to be used by tourists in the summer months, Minister O'Gorman said "I think it's likely we'll lose some as we go into the tourist season, we are going to lose some on the international protection side, we're going to lose some in the next number of months.
And that, again, adds to the real pressure there, in terms of providing accommodation."
