A carrot and stick approach is needed to get cars out of Dublin city centre according to a Green Party councillor.
Transport Minister Eamon Ryan has said car lanes will begin to be phased out of College Green from next year.
It's part of wider plans to remove traffic from the city centre over the next three years.
North Inner City representative Janet Horner says the current approach to traffic doesn't help anyone.
"I can't imagine anyone is driving through College Green at the moment because it's the most efficient and direct way of getting anywhere because I don't think it is.
"It's really very clogged a lot of the time and it's slowing down the public transport that is using the roads there as well."
Councillor Horner says everyone from pedestrians, public transport users and drivers themselves will benefit from the Minister's plans when they come to pass.
"We're really making it a much much more attractive place for people to go.
"I mean I've tried pushing a buggy along certain parts of Dame Street and College Green recently and you would find it next to impossible to get through.
"On those busy days, the footpaths are so narrow and there's so many people trying to use them."
