A developer has offered 101 proposed apartments to the City Council at a cost of more than €66.6 million.
There are plans to build the country's two tallest buildings at Waterfront South Central in the Docklands.
The Irish Times reports as part of the plan to gain planning, an offer including a two-bedroom apartment with an estimated cost €964,030 has been made for social housing.
A decision on the planning application is due in May.
