There's anger at an apartment block on the Davitt Road in Drimnagh over the different use of facilities by social housing and private tenants.
The social housing tenants aren't allowed use the bike racks, car park spaces or gym. The private tenants pay an extra 20 euro a week to use the facilities.
Local Cllr Daithi Doolan says it's segregation.
He said; ''They have no access to the car parking or the bike lock up. This has made life difficult for many of them. Many of them have kids with learning difficulties. I have met with them. They are frustrated. They can't even put in a bid for a car parking space.
And when I went down to see them I was shocked to see dozens and dozens of the car park spaces aren't in use and they are forced to park their car on the street.''
He added; ''They has had the added problem that Dublin Bus can't even get down the road because of the onstreet parking so they have issued a notice that they will have to divert the bus from going down that street.''
Cllr Doolan said it would be up for negotiation over who should pay the 20 euro a week to allow the social housing tenants to access the service.
