The redevelopment of Dalymount Park on Dublin's northside has been given permission to proceed to planning and development.
Almost €1 million has been set aside in the Large Scale Sports Infrastructure Fund for the next phase of the project.
Dublin City Council says it will now appoint an architect-led team to begin preliminary work on the design of the redevelopment, while there are plans for a consultation process involving Bohemians Football Club, Shelbourne and residents in the Phibsborough area.
The hope is to design a 6,000 seater stadium, with a library, community space and meeting rooms as part of the plan.
Sport Minister Catherine Martin says: "The project will benefit the entire community and play a significant part in the regeneration of the Phibsborough area".
While Shelbourne and Bohemians have welcomed the progress, and say they welcome any input from fans about the redevelopment.
