Wicklow County Council has been fined €355,000 for criminal health and safety breaches.
It follows the deaths of two firefighters in 2007.
Brian Murray and Mark O’Shaughnessy were killed while fighting a blaze at a disused ink factory in Bray.
Judge Des Hogan today said their bravery has never been in question and their competence has never been in doubt.
Wicklow County Council has been given four months to pay the fine, and legal costs.
The courtroom was reminded that the Council wasn't on trial for the deaths of the two fire fighters.
Wicklow County Manager Eddie Sheehy said every step has since been taken to ensure it never happens again.
