The Government is being asked to consider decriminalising drugs.
Dublin's Citywide Drug Crisis campaign says the move has worked in other countries.
Anna Quigley says "counties with very different cultures are seeing the idea that you turn someone into a criminal because of their own personal use of a drug doesn't work".
She believes the money spent on court appearances and jailing someone could be better spent on treatment programmes.
It comes as an Independent TD launches his second attempt to legalise cannabis.
