Renters are being forced to live in sub-standard accommodation, according to housing charity Threshold.
It's launching its latest annual report today which is highlighting the poor quality of homes out there and how some shady landlords are illegally holding onto deposits.
Theshold has also been looking at how the arrears crisis in the buy-to-let sector is having an impact on tenants.
