The Fianna Fáil leader is calling on James Reilly to step down as Minister for Health.
Micheal Martins comments come after a lack of clarity about health cuts in last Tuesday's budget.
Deputy Martin was speaking at the annual Wolfe Tone Commemoration in Bodenstown, County Kildare.
