The number of people sleeping rough in Dublin has jumped by almost half.
Official figures show 139 people were on the streets last month, compared to 94 in April.
Dublin City Council is asking its members to vote on a new three-year action plan.
Fianna Fail's Mary Fitzpatrick reckons there are a number of flaws in the plan.
The Councillor has told 98FM News she doesn't believe it can work without "serious financial backing".
